There is a known issue when generating the Labor Distribution Report. The hours shown will reflect the assignments for any employee who has a primary or non-primary OU association with the selected Organizational Unit.
Example:
-> Employee A has a primary OU association with Hollywood and a non-primary OU association with Beverly Hills. There is a single job attribute across both OUs, and all jobs have been assigned a value. The only assignment employee A has is 8 hours in length and takes place in the Beverly Hills.
-> When running the Labor Distribution Report for Hollywood, the 8 hour assignment for employee A is returned in the relevant column of the job attribute. In the same vein, if this employee only had assignments in Hollywood, their hours would also be shown in the Labor Distribution Report for Beverly Hills. If they had assignments in both OUs, the duration of the assignments would be added together across departments and would appear as the sum in both reports (4 hours in Hollywood + 8 hours in Beverly Hills = 12 Hours reflected in both OUs reports).
We are working towards a new logic using single OU association with assignments so that hours are only accounted for in the OU that they occurred in (IND-7859).
